La responsabilité administrative reste entièrement à la charge du « prestataire » (couverture sociale, accident du travail, etc.)

A contract stating the conditions for using the services of a consultant.

I'm pretty convinced that this is not 'administrative responsibility'.

Unfortunately this term is used with a different meaning to refer to the responsibility of government agencies so it makes looking it up on the net quite hard.

I wondered about 'payment of social insurance costs' -would that be enough?

This is the IATE translation, and it seems to fit the context here which seems to cover a wider range than simply social security contributions.

works as an equivalent for "charges sociales" - and this seems to be the case here....

I think this works.

I propose the plural as it refers to "couverture sociale, accident du travail, etc".

Here is what responsabilité administrative actually means:

La responsabilité administrative peut se définir comme l'obligation pour l'administration de réparer le dommage qu'elle cause à autrui. La responsabilité administrative est donc une responsabilité civile, non pas au sens où elle serait une responsabilité de droit civil applicable à l'administration, mais où elle conduit au versement de dommages et intérêts à la victime (tout comme par conséquent la responsabilité de droit civil applicable aux personnes privées).
