not "wire" - this is about heavy duty cables. "Wire" would have been "filo".

si tratta a quanto pare di cavi di grosso spessore, tipo rete pubblica; non di filo elettrico tipo domestico. Almeno in mancanza di altro contesto.

in realtà l'ho trovato sul dizionario tecnico Marolli come "spelare" (con una sola l) definito come "rimuovere l'isolante da conduttori elettrici"
pensi possa andare bene nel tuo contesto?
