El uso de "sangre" se me hace similar a "tracción a sangre", es decir, que el funcionamiento se logra mediante la acción física de un ser vivo. Las referencias que incluyo también usan "horse-drawn" que curiosamente es la traducción de "con tracción a sangre".

"Tracción de sangre" means "by animal (might be oxen as well, but I doubt it in this case: The pump would arrive just in time to cool the ashes) traction.
No deduction can be made as of what was the prime mover for the pump proper.
