Katarina, aqui no Brasil as Secretarias estaduais (governo estadual) são chamadas de Secretarias de Estado, o que pode levar alguns colegas ao erro.... é preciso atenção, portanto, e conhecimento, claro.

Posso estar errada, mas eu acho que aqui se trata de um departamento federal (secretaria de estado, e nao estadual). Pelo menos nos EEUU, State Department é um departamento do governo federal, a menos que venha precedido (cont.)

Esta Secretaria de Est. de Desenvolvimento é uma secretaria estadual? Neste caso, descarte qualquer resposta que começar com *State Department* porque as secretarias estaduais são simplesmente *Colorado Dept. of Agriculture*, por exemplo.
