Ein Verstoß hiergegen ist grundsätzlich eine Dienstpflichtverletzung. Nach § 42 des Arbeitnehmererfindungsgesetzes kann der Hochschulmitarbeiter/ die Hochschulmitarbeiterin, der/die eine Erfindung gemacht hat, wählen, ob er dies seiner Umwelt mitteilen möchte oder nicht. (More info) Explanation: It's occasionally been translated as "negative publication freedom" (2 or 3 googles). It does seem, however, that it's not necessarily just about publication - which suggests an article in some kind of academic journal - but more about communicating information on inventions at all.
