Child Protection - название или нет?

Документ посвящен стратегии защиты детей от жестокого обращения. CPU - это Child Protection Unit. Child Protection пишется и с заглавных, и с прописных букв. Как правило, в тексте заглавные буквы используются в названии подразделений (как CPU), документов (как Guidelines on Child Protection) и т.д. В данном контексте написание с заглавных букв с моей точки зрения неуместно, поскольку нет связи с названием. Или подразумевается что-то более конкретное?


The CPU, supported by CBM Regional Directors, have conducted regional workshops and started to recruit from amongst the staff of CBM and local Partners, focal people for ***Child Protection***. These focal persons provide information, promote national networks and carry out local training sessions. Thus, step by step they promote CBM’s approach to ***Child Protection*** within partner organisations and help adapt the content of the Guidelines to local requirements.

Child Protection is definitely a name when it's part of Child Protection Unit. Normally the phrase "child protection" (as in your quote "started to recruit from amongst the staff of CBM and local Partners, focal people for Child Protection) would *not* be capitalized as it is just a general concept. However since your document has a definitions section it looks like they're trying to be consistent and capitalize it all the way through.

Either that, or they're just capitalizing it because they're in Germany, where people love to capitalize things :-)

Looks like they use it as a name of a program or a particular project.
