The owners of a company are encouraging the employees to invest in a vague investment project, which the employees suspect is just a way for the owners to line their own pockets. I don't understand this phrase: 说是不说明白是怕不能投资的工人知道后心里不平衡 and would appreciate help. Here's the original context:

大家都不知道投资项目到底是什么,在哪里投资。一切都是模糊的。后来从公司办公大楼传来消息。说是不说明白是怕不能投资的工人知道后心里不平衡,因为投资回报很高,等等。

Not in English, but in German: Der Grund, warum es nicht klar dargestellt wurde, war angeblich deshalb, weil der ROI sehr hoch sei und weil die Arbeiter, die nicht dararn teilhaben können, dann sich ungleich behandelt fühlen würden.

This sentence continues from the previous one. Here is my translation:

"The news [from the company] says/goes/implies that the reason why the company did not specify the investment project was its concern that those who did not have the financial capability to invest would feel uneasy/bad psychologically."

My interpretation is:
(你可以)说是不说明白(但那就)是(因為the owners, presumably)怕不能投资...
A Chinglishy translation from this interpretation would run:
"You may say that it is unexplained, but that is out of fear that workers unable to invest would be upset after learning of it (the investment opportunity they were not in a position to benefit from)."

The effect of 说是不说明白 is to admit that things have been left without much of an explanation, followed by the excuse, so perhaps:

Admittedly, details have been left vague, but only out of concern that workers who could not invest would be disgruntled if they knew (what they were missing).
