Russian term or phrase: в доход государства
взыскать гос. пошлину в доход государства

English translation:tautology in the original
Explanation:
"гос. пошлина" is always collected "в доход государства", so this is a almost a textbook example of tautology, i.e. "needless repetition of an idea".

It should be enough to translate the entire sentence with something like "collect state duty/fee"

for the state treasury

Explanation:
I agree with Alex in principle, but if you want to reflect the language of the original, I might suggest something along the lines of "to collect an official fee for the state treasury" (or set fee, required fee, etc. etc.)
