This refers specifically to the GEOMETRY of a tool (a biting / cutting tool in a machine tool, such as a mill, lathe, drill...)?. If so, I suspect that "the power required for turning at the tool point..." would be clearer.

Si mi hipótesis anotada arriba es la correcta, entonces la traducción de la frase completa sería:

"El diseño del útil influye en la potencia de giro necesaria en la punta del útil [mejor "del mismo", para evitar redundancias]. Los efectos [a este respecto] de tres ángulos distintos, y del radio de la punta se muestran en la figura 3".
