Anyways, to say someone/something is ウザイ means (for lack of a better phrase) you find them/it to be a "pain in the ass." ナルシ is short for ナルシスト (narcissist) so describes someone who is conceited and stuck on themselves. ナルシ率高い used to describe an individual means either that the individual is constantly stuck on themselves, or to describe an organization, means 'it's filled with a bunch of stuck ups'. So in your sentence, 個人的ウザイ、ナルシ率たかそう, sounds like it could be someone describing a rival high school: " I personally find (subject) annoying, and they seem like a bunch of stuck ups."
