The term appears throughout the text. I know in Portuguese from Portugal a "diploma" is "uma publicação oficial contendo leis, decretos-leis etc.", but my mind has gone blank and I just can't think of the specific UK English term. I'd appreciate it if someone could give me a hand here. UK English only please! :)

What about 'law' as opposed to 'decree'?
'Law' would officially be 'diploma legal', so I can't be certain, but it fits OK into context.

And according to the Cobuild English Dictionary, "A statute is a rule or law which has been made by a government or other organization and formally written down."
I think 'statute' is a rather general term, whereas 'law' or 'rule' is more specific. And the same applies to 'diploma'.
