tenait à = was dependent upon "le service des ordres" which was supposed to be carried out in a manner of "first come, first serve" (I'm not sure what that is in this context)
It means either "to be dependent upon" or "to be insistent upon." I think it means the former.
Remember "tenait" is in the imperfect tense.

'tenir à' usually has some kind of sense of 'being attached to', but clearly here that needs tweaking a bit.
It seems to me that the intended meaning here is that this procedure is based around or relies upon 'order servicing' (depending on context, that last expression will of course need adapting).
