guardar silencio gives the individual the right and power to censor what he says and how he says it.

Permanecer callado simply means that they are to keep their mouth shut regardless!

This is a right not an order.


Some people may argue semantics but this is a case of semantics and the importance of splitting the proverbial hairs!!!
