Se trata de una moción presentada por un diputado costarricense sobre la definición de "matrimonio":

T.O.:"...decir 'legal' significa excluir a aquellas familias de hecho, que sin tener origen en el matrimonio, son sin embargo familias".

Las comas las estoy copiando tal y como aparecen.

Sorry, had another re-think. Rather than "based in" I'd put "founded on".

families, who lacking a legal matrimonial bond/tie/contract, are families nonetheless.

just another option - to add to those already listed.

I would avoid the common law families, as 1) families are not common law, but Marriages are commonlaw and 2) by the very nature of common-law it is understood there is no legal marriage and therefore it becomes redundant
