a scholar of great merit
1. One of his ministers was Shri Jaichand Chhavda, a scholar of great merit...
2. James Henry Breasted is generally acknowledged as a scholar of great merit, and a brilliant writer whose works had a great popular appeal
PLEASE NOTE - this is a description of a stature of a scholar and will NOT be adequate as a translation of the Soviet honour

Honoured Figure in Science
Simon's "scientist" is ok; but, for instance, in Ukraine, we have a lot of honours like "заслуженный деятель науки и техники", which is why I suppose it's not quite good to get rid of "деятель" in there.

Well, I guess few open links.
So, in the first link I provided 'merited scientist' appears thus:
Maj. Gen. I.N. Vorobyov - Ret., Doctor of Military Sciences, Merited Scientist of the Russian Federation
In the second link - which comes from one of the sites of the Council of Europe, you can see that Mr Valery Musin was awarded the honorary title of Merited scientist in 2002.

Those American honours are awarded to students, they nevertheless provide some guidance. The whole phrase is both pretty good English and close to the idea of the Soviet award
