Context is the history of a Belgian medical foundation. Text is a website so I'm trying to keep the language straightforward and as jargon-free as possible. Any suggestions how to render this in plain English? "[The Foundation actually began its work a few months] before it was officially established by law" is my current version.

I don't think you need any reference to the law for your purposes: the 'statutes' of an organisation are just it's official rules and regulations. A school, for example, has a 'statut' which lays down how the school is governed, etc. You don't want to suggest that this has any more than an indirect relationship to government.

The reason I gave you second option is because it seems you instist on making things shorter and, God bless English language, gerund came to my mind.

Also, sorry, I made a mistake "prior to ITS official establishment as recognized by the Regulations."
