I'm translating a court document from Spanish for Spain to British English and I am having trouble with one of the categorisation headings at the top of the document.
The heading appears in the documents for the Complainant's Statement and the Record of Service. Please see the where it appears in the list of headings below to give you full context:

I have translated these before as REQUEST FOR JUDICIAL/LEGAL ASSISTANCE (IN A CRIMINAL MATTER...) but this one you're translating is not a criminal matter...

It would help to indicate which source country is concerning the court document, but given the description "nacional", this is very likely referring to assistance between two courts in the same country. Tom West (p77 under Auxilio judicial / jurisdiccional) distinguishes these two:

Although sometimes used interchangeably, a distinction is generally made between auxilio judicial (judicial assistance that a court requests from other judicial authorities) and cooperación judicial (judicial assistance required from nonjudicial authorities, their agents or individual citizens).

It appears that "international judicial cooperation" is used (as per Google hits). I wouldn't put "national" before "judicial cooperation/assistance", but I think "in-country" could work. "Local" would only work if the courts involved are in fact pretty local, i.e. nearby jurisdictions.
