It's a question of styles... Sherry: The top of the morning to you!! Let me tell you that any of the three are fine, it depends on "nuances"; personally I would use "evaluating"...the economic status of the transactions performed by the taxpayers.

More context Cuando el principio se utilice para recalificar las operaciones realizadas por los contribuyentes, debe tener en consideración las limitaciones impuestas por la Ley General Tributaria.

It refers to "evaluating/classifying/rating" operations of businesses. What do we use most often in English? I am finding a lot of support for "evaluating". But "classification/rating" seem to go better with "economic" (economic classification/rating of the operation).

economic evaluation (in this context)

As per the AVH Legal, page 625, "calificación". It refers to the economic evaluation of something.

"Rating" sounds more "English" and slightly less clunky than the other 2 options IMO, although they are both correct.
"Evaluation" for me refers more to the PROCESS than the result (the rating) of the assessment, although in Spain the two are used indiscrimately.
