Agreed but these are words for увал. Also agree this isn't steep, now that you mention it - they're discussing depths, not grade necessarily.

In Russian this seems to be referred to as something like the "wave transformation zone" (зона трансформации волн), although this is not in common use in English either. Anyhow, it seems to refer to the zone marked as "Д" here: http://www.geokniga.org/bookfiles/geokniga-rol-morskih-ldov-...
In some places this appears to be referred to as the "closure zone", but there does not appear to be one agreed definition as to what the "closure zone" is.
Either way, the full sentence appears to be stating that the nearshore zone is characterized by a slope with an average gradient of 0.7° between closure depths (or a closure zone with an average gradient of 0.7°; etc).
