According to Store norske leksikon (http://snl.no/brok/tau_rundt_båt), a 'brok' is a specific type of fender made from rope. The word 'akter' indicates it goes around the rear of the boat, hence rope stern fender.
The word 'fender' is also used in Norwegian - from what I understand, 'akterbrok' is just one type of 'fender', i.e. a rope that goes around the rear of the boat.

Having considered the whole sentence, this really requires more context.
Akterbroker here could refer to an integrated "fender piece" built into the stern of the ship, i.e. acting like a rope fender, but permanently there. Then the whole sentence could be translated as:
'The main deck plate, after deckplate and fender piece are constructed of a steel/wood combination to prevent lines fraying...."

Construction detail? Brok could mean a rope, but akterbrok (singular of akterbroker) seems to be a construction detail on a boat according to this reference: http://www.flyt.no/Leksikon/index.php/Akterbrok

I know this from serving in Norwegian ships.
It is often made of thick coiled rope.
Berit's explanation is nearly there, but it is not solely to protect the rudder, more the after parts in general. Furthermore it is usually a separate item rather than being a rope around the stern.

'Akterbroker' refer to the rope that goes around the rear of the boat to protect the rudder.
