直収電話 - Fixed-line phone
I think they are actually different names for the same thing. See the first few lines of the wiki entry for 直収電話.
「直加入電話、地域系電話(事業者)とも称する。」

Direct Subscriber Telephone
Here's another suggestion. I don't know if this fits your translation. Good luck.

landline (fixed-line) phone services offered by telecom companies other than NTT East and West
I'm happy with Harvey's answer, and NRI's dictionary says 'fixed-line phone,' but when I read the definition of the term, it refers to the landline (or fixed-line) phone services offered by non-NTT telecom companies. Since NTT East and West also offer landline/fixed-line phone services, if you'd want to be precise, I would translate the term this way. I know, it's long! HTH :)

I just came up with a better, simpler term :)
"non-NTT fixed-line phones"
How's that?
