I have not been able to find anything like \"bicella\" in all my technical it<>en dictionaries! A very vague guess could come from splitting the word into two: \"bi-cella\" = double or dual-cell.
Otherwise, and if you are sure about the correct spelling (we wouldn\'t want it to be a misspelled \"biella\" = con rod), I would ask you to provide some more context.

bicella.
It sounds like it could have been mispelled: bicella vs. biella.
Biella = connecting rod
