This is from a Bank of Italy circular on supervisory arrangements for financial intermediaries. The whole sentence reads

Quanto alla tecnica normativa, essendo la regolamentazione prudenziale delle banche dettata in gran parte (I e III Pilastro) direttamente dal CRR, l'impianto regolamentare adottato fa ampio **ricorso alla tecnica del rinvio**, richiamando le disposizioni del regolamento applicabili anche agli intermediari finanziari, favorendo in questo modo la disponibilità di un quadro normativo in materia di vigilanza prudenziale uniforme, costantemente aggiornato, allineato alle migliori prassi internazionali di misurazione e controllo prudenziale dei rischi.

I can find plenty of hits, but nothing that suggests the meaning to me. All suggestions welcome, thank you.

It is pretty simple. Bank of Italy regulations published mainly in their "circulars" (e.g. Le disposizioni di vigilanza per le banche emanate da Banca d’Italia (circolare n. 285/2013)) are just full of references to EU and European Banking Authority and regulations like the Capital Requirement Regulation and the Capital Requirement Directive and Basel regs like the Pillar III

that's the meaning, although my somewhat ungainly and fairly literate translation could probably be better worded when you do the whole paragraph. Over to you!
