If you have any idea what the department ("service") does, then "personal xxxxx dept" would cover it.
The idea of "particuliers" here is very likely to be non-corporate, i.e. dealing with people, not companies.
So if it was a bank, it'd be "personal banking (dept)", as against corporate, for example.
"Non-corporate department" sounds very clumsy and not very good, but that is the meaning. Like I say, if you know what it does, then "personal xxxxx dept" is the most natural English way to say it.
I would avoid "private" like the plague - it is EXTREMELY liable to be misleading, defamatory or at best unintentionally amusing when used in conjuction with "services" or "department" !!
