"pull quote" is probably what they are. However, I'm not used to seeing it used as a header in this type of article, and I perceive it as more of an in-house term in the jargon used by publishing/editing teams. So far, "highlight" is looking the most promising term.

I think it may mean "pull quote". Do these two sentences appear elsewhere in the document? They don't sound like headings.

Is it like "main finding"?

Or perhaps, being like a box or shorter subsection to highlight something that was previously covered in more detail?

I'm guessing that it's more related to the document and development/highlighting something covered elsewhere within the document, as opposed to "relance" being fundamentally related to the content and/or related action, etc.

I wonder if it could be a publishing term, like "figure" and "encadré".

"Relance" suggests some form of action has to be taken. Perhaps elsewhere in the paper there are indications to something that needs to be done with regard to the "cycle de développement", for example.
