Since off-site power was available, both emergency diesel generators started and there was no need for these generators to connect to the electrical loads, which are electrical components or portions of circuits that consume electric power. This electric power was substituted by off-site power.

agree Terry Richards : Like Tony says, they were testing whether they would start or they were running them as a standby in case they lost the off-site power. They don't use much fuel if they are running no-load and can be switched to immediately.
