In common use in a power plant, we actually had two meanings for "rolling." The first one is like John has said, you roll the turbine with the turning gear (a small motor that engages a gear on the turbine shaft) and roll it when it is cold. Turbines are so heavy and long that they will sag a little from their own weight, so the slow roll (4-20 rpm, depending on the manufacturer) will even out that sag.

The second type of roll was when you first admit steam to the turbine. The steam does two things, it warms the turbine and its shell and then starts to rotate the turbine. When its gets enough force to exceed the rpms from the turning gear, it is called "rolling off the turning gear." Then the turbine continues to be rolled with the steam until it reaches the operating speed.
