The context is a discussion about the nation that holds the chairmanship of a regional organisation.
I presume I could just translate it as to prorogue the mandate (meaning to extend, or prolong it), but in English the term seems most often to be used in a parliamentary context. There to prorogue a session means to bring it to a close (but not to dissolve parliament in the sense that an election must follow, only to end that particular session).
Thus I worry that it could be ambiguous in this context as to whether it means the nation's mandate as chairman is extended, or on the contrary, ended.

To prorogue Parliament is to adjourn it (put it in recession), not to bring a government to an end.

Sorry, I didn\'t read your (perfectly clear) description in reference to Parliament.
Proroger does not have the meaning of bring something to a permanent end.

Thanks for the note. I reckon it means that the other Under-secretaries\' mandates (authority) must be extended until the appointment of their replacements, which can not happen until after the appointment of the next Secretary General. It certainly does not mean that their authority should be suspended, deferred or adjourned.
