Ich habe in keinem Wörterbuch (online und from the shelf) eine Übersetzung für (Bebauungsgrundlagen) gefunden. Deshalb muss ich versuchen, diese zu entwickeln.

Festlegung der Bebauungsgrundlagen im Bauland für den Einzelfall
(1) Auf Antrag hat die Behörde, sofern Bebauungspläne nicht erforderlich sind, mit Bescheid folgende Bebauungsgrundlagen festzulegen:
1. die Bebauungsweise, die Bebauungsdichte und den Bebauungsgrad,
2. die Straßenfluchtlinie und das Ausmaß der abzutretenden Grundfläche und
3. die zulässige Höhe der baulichen Anlagen.

Ein Bebauungsplan regelt in Österreich die Art und Weise der möglichen Bebauung von parzellierten Grundstücken und die Nutzung der in diesem Zusammenhang stehenden von einer Bebauung frei zu haltenden Flächen.[1]

disagree  Schtroumpf: Die Beb.-Gr. werden von den Behörden erstellt und beinhalten Definitionen und Festlegungen für die Bebauungsplanung. Das ist also keine "Grundlagendokumentation", sondern eine amtliche Vorgabe, gerade auch für den Einzelfall. // Können Sie denn lesen?

Having worked or 'battled' with Town & Country Planning Departments in both the UK and Austria, I think this is what the term boils down to.

Guidelines is not out of syn with the Stmk. quote: 'Der Antrag für die Festlegung der Bebauungsgrundlagen kann im Stadtplanungsamt gestellt werden.'

Planning would, as shown by the example sentences, work in most English-speaking countries, possibly apart from the US of A: query > Canada.

Funnily enough, there is a no show in any Austrian GER/GER law or admin. dictionary glossary,
