'penetration' bedeutet "Eindringen". Es geht um den Skineffekt, nicht um Lichtbogenschweißen 'Shielded Metal Arc Welding'.

skin effect (current displacement)

Explanation:
Unfortunately, I only saw this question today and am dismayed by the suggested translation. Effect and depth have nothing to do with each other. In context, it is about the skin effect, which occurs with alternating electromagnetic fields when the field penetrates a magnetic conducting material, as in electric motors. I studied the effects of current displacement in detail during my studies and measured and analysed them on motors in my diploma thesis as an engineer. That's why I know exactly that it's about the skin effect. All details in the context (speed, number of poles, field frequency, field strength, depth effect) contribute to this effect.

skin depth / Eindringtiefe, Hauttiefe, Skintiefe
skin effect / Skineffekt, Hauteffekt, Stromverdrängungseffekt
:
Stromverdrängung 1. current displacement, skin effect; 2. proximity effect
(Budig, Fachwörterbuch Elektrotechnik und Elektronik)

Skin effect, in electricity, the tendency of alternating high-frequency currents to crowd toward the surface of a conducting material. This phenomenon restricts the current to a small part of the total cross-sectional area and so has the effect of increasing the resistance of the conductor.
https://www.britannica.com/science/skin-effect

Skin effect is the tendency of an alternating electric current (AC) to become distributed within a conductor such that the current density is largest near the surface of the conductor and decreases exponentially with greater depths in the conductor. The electric current flows mainly at the "skin" of the conductor, between the outer surface and a level called the skin depth.

Proposal for context translation:
Due to the high speed, the number of poles of the rotor system can be kept low. In addition to the high field frequency, this guarantees a particularly high field strength and ***a skin effect***.
