are carefully incurred Explanation: The collocation for expenditures would be "to incur (active structure)/to be incurred (passive structure)". My try: The organization has a control system in place to ensure that all expenditures are carefully incurred, to promote the effectiveness and efficiency of its operations. I chose "operations" instead of "mission" here because I'm not sure what kind of organization this is and "operations" fits with both for-profit and non-for-profit organizations. "Mission" would only work if it were a charitable organization. "With due care" sounds a bit unwieldy in this sentence, IMO. |
