It doesn't seem to be used that way at all in the source text.
B D Finch Jan 14, 2019:
@Marielle Akamatsu Looking at your references, I thought at first that you had found an example of "recyclate" being used in English to mean recycled material. However, more detailed examination of your reference shows that is not (or not quite) the case.

https://eur-lex.europa.eu/legal-content/SL/ALL/?uri=COM:2000...
"Mechanical recycling refers to recycling processes where PVC waste is treated only mechanically, mainly through shredding, sieving, and grinding. The resulting recyclates (in powder form) can be processed into new products. Depending on the degree of contamination and the composition of the collected material, the quality of the PVC recyclates can vary a lot. The quality of the recyclates determines the degree, to which virgin material can be substituted by recyclates: "high-quality" recyclates can be re-used in the same types of PVC applications, whereas "low-quality" recyclates from mixed waste fractions can only be "down-cycled" into products usually made from other material."

The recyclates referred to in that source seem to be in an intermediate stage of preparation for recycling.

recyclat

http://www.thotexpertise.com/data/documents/la-fabrique-ecol...

http://www.btb.termiumplus.gc.ca/tpv2alpha/alpha-eng.html?la...

agree Tony M : Like 'condenser / condensat' — it seems to me this term (comparatively new in EN anyway) is gaining ground in thie specialist field in FR.

It's a very early intermediate stage. See the notes I just added to my reference comment and example of recyclate that needs lots more treatment before it can be re-used.

Recyclate definition and meaning | Collins English Dictionary
https://www.collinsdictionary.com/dictionary/english/recycla...
Recyclate definition: material that is recyclable

"The quality of recyclates is recognized as one of the principal challenges that needs to be addressed for the success of a long-term vision of a green economy and achieving zero waste. Recyclate quality is generally referring to how much of the raw material is made up of target material compared to the amount of non-target material and other non-recyclable material.[35] Only target material is likely to be recycled, so a higher amount of non-target and non-recyclable material will reduce the quantity of recycling product.[35] A high proportion of non-target and non-recyclable material can make it more difficult for re-processors to achieve "high-quality" recycling. If the recyclate is of poor quality, it is more likely to end up being down-cycled or, in more extreme cases, sent to other recovery options or landfilled."

As can be seen from the above, the French recyclers seem to have taken an English word and, misunderstanding the meaning in English, are using it with a quite different meaning in French. That's understandable, because "recyclate" in English does look as though it should refer to the product of recycling. However, it actually refers to the material for recycling. A great deal of confusion is likely to arise from this, especially in translated contracts.

Given Aiice's comment below, it seems that the English usage of the word is a bit mixed-up too:
Définition du site WRAP : « Recycled material that will be used to form new products. This material will normally have undergone some form of treatment e.g. plastic pellets, produced from collected plastic bottles, to be re-used as a new product. »

Then DEFRA gives a photo of "crushed aluminium recyclate" at the top of this: https://deframedia.blog.gov.uk/2018/01/05/friday-5-january-c... (https://bit.ly/2qpmTDs), which is simply crushed baked bean tins and the like.

--------------------------------------------------
Note added at 10 hrs (2019-01-14 20:48:07 GMT)
--------------------------------------------------

So, perhaps recyclate is when material has been collected for recycling and is either awaiting or has been through the initial mechanical handling process. Those crushed baked bean tins etc, still have paint and other extraneous material on them. They'd also still contain the coatings used to line the tins to protect food from contact with aluminium.
