Je connais bien évidemment la traduction de starting point mais ne veux pas me tromper sur son utilisation dans ce contexte.
Il s'agit d'un jugement rendu par une Cour Royale.

Exemple :
The Court of Appeal proposed an appropriate starting point in drug cases as a minimum xxx years' emprisonment.
Plus loin...
We agree that the starting point of xxx years proposed by the Crown is appropriate... so we impose a sentence of xxx years.
ou bien

J'opte pour base de départ/point de départ (pour le calcule de la peine) et non pas pour une peine plancher (qui se traduit d'ailleurs autrement).
