I was thinking it could mean 'titulo' and 'trámite', but according to this previous question, 'Tr' is 'transaction'.

Well, on a stamp I you'd expect to see 'título/transaction' (the reason for the stamp) but because the accent is missing from 'Tit', it makes me doubt. The payment is for issuing certificates/transactions (trámites?) and I can't see how holder fits in.
