Ecological makes no sense to me here. Perhaps it means "organic" or even "sustainable? The term appears again a few sentences later:

The text is about terre des hommes so I think Bjorn's option "the right of the child to a healthy environment" is the right way to go, but i'm not sure how it would work in this sentence:
