I looked really hard at this one - the Italian says that a feasibility study is performed.
To decide if the building project is feasibile, they draw out the boundaries and work out the real surface area. When they have "acquired" this information it means they can decide whether or not the project can go ahead.
I doubt it's to do with purchase of land - "acquisire" really does mean "acquiring information" in this context.

: ...and measurement / calculation of actual ground surface area. I think "ground" is necessary in (UK) English (often without "surface").

Would \"superfici(e)\" be limited to land in Italian or could it be extended more towards \"superficial structure\" as used in English or even further to the whole basic structure before \'fitting out\' for use?

Deciding what you want to build and what is feasible (delimitation of scope) and then deciding where you want (or can) build it (choosing the site/acquiring the land) still seems pretty logical to me.
