This is from an article regarding the details of Rome's bid for the Olympics. I was under the impression that sailing was planned to take place in Sardinia, so I am unsure what "le vele" means here.

I don't know how it ended. But it is the name of a building.

It is not related.
The name La Vela (or Le Vele) (the Sails) had been chosen because (I believe) of the particular shape of the canopy of the stadium (designed by the architect Calatrava).
The sentence that you find about Cagliari instead refers to sailing (the sport), and it is singular because in Italian that sport is called "vela".

And I forgot: it is important that you keep le Vele in the le Vele a Tor Vergata CAPITALIZED. It is the official name of the building.
