Bajas de licititacion is the title of the section, which I have translated as "Dismissal of tenders", but am not sure about it.

"Porcentaje de baja" I have translated as "percentage reduction", but I'm not sure what it means and if there is a better translation for it.

The text within which it appears reads:

Podrán quedar excluidas y no tomarse en consideración aquellas ofertas que hagan una proposición económica anormalmente baja, consideradas así aquellas con un porcentaje de baja que exceda, por lo menos, de cinco unidades porcentuales de la medida aritmética de los porcentajes de baja de todas las ofertas admitidas.
