The Bachelor’s degree has not, however, taken off, at least so far. Of all the lower and higher degrees taken at Finnish universities in 2001, only one in six was a lower degree. The most frequent graduates with lower degrees were in the humanities and the natural sciences (26 percent) and in education (25 percent). In the social sciences, an average number of graduates took the lower degree (17 percent) (Finnish Ministry of Education, KOTA database)

I am not sure, but I think that the text is referring to Bachelor degrees as lower degrees (licence in French), and the higher degrees are specialized, such as a Masters or a Doctorate (Ph.D.) degree (maîtrise and doctorat in French).

Many of the above proposals transfer to a French context, ie transpose to French education system.
Is this not inappropriate? The original text is closer to English model of first premiere licence and then a higher degree or supplémentaire
To the charge that this just transposes to English context rather than a French one it could be said that a) this is what original does and b)the terms actually used are more general and so involve less cultural transposition
