「モノサシ」化推進による技術と人の強化

I guess it might refer to the practice of measuring everything - has anybody come across this term before? And if so how is it used? Is it widely known or could it be a company-specific buzzword?

I would go with quantification in this context. It conveys the meaning of measrements being recorded without being as idiomatic as the source which may sound unnatural.
