not sure, it should mean "for consultation", ie for reference but the content should not to be regarded as compulsory

sfuggita completamente la N... consuntivo può significare "finale, postumo" oppure "destinato al consumo" (non all'investimento) come da ricerca Google, ma in questo caso non saprei .... comunque: http://www.treccani.it/vocabolario/consuntivo/
