Не надо даже пытаться буквально это перевести на русский, а смело менять грамматическую структуру исходной фразы с учетом более reader-friendly природы английского языка. Готовим исходную фразу для перевода: «Проанализировать услуги второй группы, чтобы заключить, можно ли их квалифицировать как вспомогательные по отношению к услугам из первой группы». И переводим: “To analyze the first group services to see if it would be possible to treat/qualify them as ancillary services vis-à-vis / with regard to the first group.” Кстати, в методических документах ОЭСР (OECD) такие услуги называются, как правило, «ancillary services».
