В переводе E&Y НК РФ написано так:

про НДС ни слова...да и сомнительно как-то ("shall be established as a quarter")...

Хотя я и придерживаюсь той точки зрения, что переводы основополагающих законоположений (кодексов) следует брать из уже "боле-мене" укоренившихся переводов, но все же позволительны "вариации" (при условии приемлемости для "конечного заказчика" - при этом, обязательно с Прим.пер'ами или "comment'ами на полях").
