Gracias por ofrecernos más contexto. Parece que se indagó a las personas capturadas dentro de un tribunal, pero no estoy seguro. ¿Habrá algo en el documento que te deje ententeder si la indagación fue judicial o extrajudicial?

“Indagué a las personas capturadas. Las dejé privadas
de la libertad y ordené remitir por competencia el
proceso a la seccional departamental. Un fiscal especializado
tenía que continuar su trámite.”

I agree with what you're saying. However, we don't have enough context because even though "indagar" means what you have displayed it could be used colloquially and the "indigado" was only questioned out of court. If it was in court, I think it should be examined. Maybe Angel can provide us with more context.

This presumably refers to an "indagatoria", which is a "declaración que acerca del delito que se está averiguando se toma al presunto reo sin recibirle juramento" (DRAE). "Indagar", in this case, is something done in the presence of those arrested and involves taking a statement from them and, presumably, asking them questions. This is why I agree with Tom's suggestion of "examined". Investigating them, to me, implies making inquiries about them rather than actually speaking to them.
