Cultural outcasts / establishment outcasts
Explanation:
I think I would go in this direction, particularly if funding has been lost. Though it would work either way. The corpse thing is a bit too final - not a strong position from which to negotiate, is it?!

cultural pariahs

Explanation:
The fundamental questions is what "Kulturleichen" is actually intended to mean. If it means something like "we are the people whose culture is completely ignored" then "cultural pariahs" could convey that.

But if we do not dare to take the musty covers off the chairs and sofas of our old palace of the Jewish spirit, if we do not venture to make use of the palace and its treasures, if old and new Jewish wisdom does not serve to answer the real problems of our modern life, we shall remain cultural pariahs, however much we boast of our previous and present intellectual and artistic achievements.

Marginalisation is described as covering a variety of groups: those in extreme poverty, even in rich countries (as with illegal immigrants), cultural pariahs (as in the case of small linguistic groups or pastoral people), large populations in continuous displacement through warfare (as in Afghanistan, Iraq, Palestinian territories), and the well-known state of quasi-permanent exclusion of girls and disabled children and young people around the world.
