Per "looks", la ragione per cui non mi piace troppo il pur corretto aspetto è che "cozza" se abbinato con atmosfera (opinione personale, beninteso).
Forse "carattere" può sembrare un azzardo, ma nelle mie intenzioni voleva puntare sulla fisionomia, i tratti connotativi della città.
Sono certa che risolverai ottimamente questa resa.

Dimenticavo: evidentemente la mia traduzione ricomprenderebbe anche "looks like". L'opera del traduttore sarebbe di completare, con la sua creatività, la duplicità (ma oserei dire, con Jim Dvies, la molteplicità) dei sensi coinvolti: guardando, annusando, "toccando" ecc.
