The text refers to Section 43 of Act no. 222/2004 Coll., the Act on VAT (click on the link to see English version), titled Tax Exemption in Respect of Supply of Goods from the Country to Another Member State, namely to subsection 1 stating: "Exempt from the tax shall be supply of goods dispatched or transported from the territory of the country to another Member State..."

In this connection, I would recomment using EU member stateinstead of term country I had used before.
