agree Nikki Scott-Despaigne : Yes, this best describes what the term means. Certain property - houses, boats etc. may in certain situations be bought/exploited overseas in DOM-TOMs and are not subject to tax.

tax reduction/deduction

a system of encouragement for investment in areas (for instance, French overseas territories) and projects (property for renting, for example, or even investment in one's children's education) to promote development. For individuals, income tax is reduced; for companies, there is a deduction from tax paid.
Defiscalisation [defiscalization], though, would be acceptable in English/American if the meaning is apparent from the context.
