Given the context, this might provide an elegant solution to the phrase. Of course, the author might have originally just written "theoretisch"...but since s/he didn't...

If taken in conjunction with "spekulative" in the next clause, "theoretical" makes for a nice parallel structure between "theoretical" and "speculative", which are of course fully in line with the argument of the sentence: theoretical/speculative vs. factual/actual.

If you want to even go to the deeper etymological meaning of "praxisfremd" as meaning something "foreign/alien/outside to/of praxis/practice", it itself is a contextual syntactical synonym of "theoretical".
