I am translating parts of the Code Law in East Timor. Does anyone know what the proper English translation for this term is?

Here is the context:

3. Nos casos em que o valor da acção seja superior ou igual a dois mil e quinhentos dólares americanos, mas inferior a cinco mil dólares americanos, qualquer das partes pode, até ao termo do prazo referido no artigo 389.°, requerer que o julgamento seja efectuado perante o tribunal colectivo.

This opinion is based on the fact that the Government of East Timor sent to Portugal two judges from Baucau (resulting in the inability of establishing a 3- judge panel), the only judge from Oecussie (resulting in a total breakdown of the Court) and two judges from Dili District Court, the busiest Court in East Timor (leaving only 3 judges at the Dili District Court).

UNTAET Regulation 2000/11, passed in March 2000, established the
structure of East Timor’s court system.27 Regulation 2000/15 was promulgated three months later, creating the Special Panels for Serious Crimes and granting them exclusive jurisdiction over allegations of crimes involving genocide, war crimes, crimes against humanity, and torture, as well as crimes involving murder and sexual offenses committed between January 1 and October 25, 1999. The regulations called for two Special Panels to operate at the Dili District Court, and one at the Dili Court of Appeals, each comprising three judges, two international and one East Timorese. With a few minor exceptions, Regulation 2000/15 adopted the law of the International Criminal Court.28

Full Court is wrong it is the equivalent of Tribunal Pleno and means all of the judges of the court are on the bench, which a panel court merely means more than one judge.
